It required all merchants to prioritize fire safety work, encourage full staff participation, and establish a sense of responsibility that **only by doing a good job in fire safety work can we create the best economic benefits for the company**, as well as the business philosophy that those in charge of industries must manage safety, those in charge of production must manage safety, those in charge of vehicle sales must manage safety, and those in charge of vehicle maintenance must manage safety. We shall implement dual responsibilities for each post and conduct joint management.
All merchants are required to possess the following four capabilities:
1. The capability to inspect and eliminate fire hazards independently.
2. The capability to organize independent firefighting for initial fires.
3. The capability to organize independent personnel evacuation and escape.
4. The capability to organize independent fire safety publicity and education.
Efforts shall be focused on implementing the fire safety responsibility system and improving the household-based management of key fire safety enterprises. The fire safety persons in charge, administrators, full-time and part-time fire staff, and fire control room operators of key fire safety units must all hold valid certificates to work. Meanwhile, all key fire safety units shall establish work accounts in accordance with fire safety regulations by the end of the year and fully implement the "Six Plus One" measures, namely: conduct one fire safety assessment, sign one fire safety commitment letter, inspect electrical and gas pipeline facilities once, fully clean oil fume ducts once, conduct centralized training for all employees once, and on this basis, establish a voluntary fire brigade to ensure that the first emergency response force arrives at the scene to fight fires within three minutes once a fire breaks out.
All enterprises in the market shall focus on inspecting paint baking rooms, circuits, storage of flammable fuels and other dangerous materials. The mixed use of production, warehouse and accommodation shall be strictly prohibited. Adequate fire safety distances must be maintained for the storage of dangerous materials.
